European Government and Politics Essay

The political system in Britain has seen the dominance of two parties and hence traditionally, Britain has a bi-party system. The Conservative Party, also known as the ‘Tories’ has existed since the 17th century while the present Labour Party has existed since the 20th century. Earlier, the principal opposition to the Conservatives was the Liberal Party, which later merged with the Social Democratic Party, forming the Liberal Democrats. Although Britain has a bi-party system, there are a number of other parties and the Liberal Democrats form the third largest party. The Conservative Party has been extreme rightist in political terms, in favour of complete privatization. This was particularly prominent during the Prime Minister-ship of Margaret Thatcher who came to power defeating the Labour Party in 1979. Under the Conservative leadership of Thatcher and subsequently John Major, the government followed policies of privatization and monetarism. The two policies were together known as Thatcherism. The Labour Party on the other hand belongs to the leftist orientation. In recent years however, it is adopting a more centre-left approach. Although the Labour has functioned since 1906, it came into prominence in the post World War II scenario with electoral win in 1945. however, the Labour went into opposition during 1951-1964 and 1979-1997. the Social Democratic Party was formed as a break away party by right-wing Labour MP’s. under the leadership of Tony Blair, the policies of the Labour Party were changed considerably. Political parties first appeared in Britain during the English Civil Wars of 1640 and 1650. among the first political parties in Britain were the Royalists and Parliamentarians, after that came the Tories (who were the patriotic party) and the Whigs (who wanted to reduce monarchical powers). The Conservative Party holds the claim to being the largest political party in the world. Apart from the two dominant parties and the third largest party, there are a number of other parties that function within the political milieu of Britain. These parties are – the UK Independence party, the Green Party, the Plaid Cymru (belonging to Wales) the Socialist Nationalist Party, the Sinn Fein and the Democratic Unionist Party. However, it is the Labour and the Conservatives who are taken into account broadly, during the elections. The party which secures a majority of the votes polled is called upon to form the government and the leader of the winning party becomes the prime minister of Britain. Since the parliamentary form of government prevails in the UK, there is one real executive, the prime minister and the one nominal executive, the monarch. Also, the executive works in close collaboration with the legislative, with the prime minister’s Cabinet being formed by people who are members of the legislature. The grounds on which the major parties share similar views are – a free market economy, rule of law, nationalized health services and regarding Britain’s membership of the European Union and the NATO. However, the factors on which these parties are divided are taxation laws, dealing with poverty, the extent of state intervention in the economy and how to strike a balance between individual and collective rights. Although the politics and electoral process of the UK appears to be simple and straight forward, there has been one or two occasions when things were not as simple. For instance, in the 1951 and 1974 elections, the party with the fewer votes secured more seats in the polls. It shows that politics is unpredictable even in an apparently straight-jacketed political system having a political tradition that goes back hundreds of years. Germany : Politics in Germany or the political system in Germany is very different from that existing in both Britain. While there is a bi-party system in Britain, Germany is largely a multi-party system. However, unlike the multi-party political systems existing in other countries of the world, the German one is a ‘dominant multi-party system’, that is, politics is dominated to a great extent by two parties despite greater representation provided by other parties. Also, where as the political system in Britain has been in existence for centuries with minor changes over the years, the German political system is rather recent. The political system in Germany has been through two major shifts. Firstly, since its inception in its present form in 1949, German politics was dominated by the communist forces in the area under Russian control and the non-communist forces in the area jointly held by Britain, France and the US. The second shift occurred in 1990 when Britain, France, US and Russia withdrew from the country. Despite the second shift, the dominance of the Socialist Democratic Party and the Christian Democratic Union often in alliance with the Christian Socialist Union, both in existence since 1949, is there still. Nevertheless, since there are other parties and fragmented or multi-party representation, it has never been possible for either the SDP or the CDU/CSU to win a complete majority in the elections. It is at this juncture that the role of the other parties assumes importance because the support of these parties to either the SDP or the CDU helps form the coalition government. Germany therefore, is an example of perpetual coalition politics. The other parties include the Free Democratic Party, the Left Party and the Alliance 90 or The Greens. The centre-right is represented by the CDU/CSU and the centre-left by the SDP. The SDP and the Greens were in a coalition government from 1998-2005, after a sixteen year long government of Helmut Kohl, which was toppled by the grand coalition between the CDU/CSU and the SDP since 2005. SDP registered its lowest results since World War II in the wake of sweeping labour reforms that were announced in Agenda 2010. One important characteristic of German politics is the fact that funds for elections are essentially drawn from the public purse. The current Chancellor of Germany is Angela Merkel who had become the first female chancellor after winning the 2005 elections. France : The French political system is probably one of the most colourful political systems in the world in that it has a vibrant history. The left wing in France has gone through several phases starting with the Anarchists, Revolutionaries and Reformists of the early 19th century giving way to further splits in the post World War I period. Three broad divisions of the Old Left, the New Left and the Centre-left can be drawn today. The New Anticapitalist Party has been the culmination of the fragmented left in France and seeks to bring about a unity between the various bifurcations of the French left. The right wing can also be classified into three broad clusters of the Legitimists, the Orleanists and the Bonapartists. The dominant issue in French politics is that of the extent of government intervention in the economy. Naturally, the liberals are in favour of free market while the socialists prefer a limited governmental intervention and a welfare society. The political sphere comprises two parts – the left wing represented mainly by the French Socialist Party and the right wing represented previously by the Rassemblement pour la Republique (RPR) and presently by the Union for a Popular Movement (UMP) which is neo-Gaullist in approach. The constitution of the Fifth Republic has transformed to a great deal over the years with further institutional reforms on the cards. The people have been influenced by the left wing for years but following trends of globalization, the left has found it difficult to hold its ground. Like in Germany, coalition governments have more often than not been the order of the day. In the end, one can conclude that while multi-party systems offer more representation, bi-party systems are more stable. Also, ideological differences are in most cases not rigid as has been demonstrated over time and can become accommodative according to the demands of the day. Among the most primitive sharks was the Cretaceous, discovered in Texas. The Cretaceous is believed to be about 65 million years old. The earliest life on earth dates back to almost 4 billion years ago, to a group called the prokaryotes, which includes the first bacteria. The prokaryotes did not even have a defined nucleus. The oldest eukaryotes, which were more advanced, and had specialized organelles evolved about 2 billion years ago. These included the famous amoeba. But the first multicelluar life form dates back to about 600 million years ago, to the â€Å"Edicarian assemblage† in Australia. Jawless fishes are believed to be the first vertebrates to have evolved, and date back to about 500 million years ago. Sharks then appeared about 450 million years ago. But even though paleontologists have considerable evidence, shark evolution posed many problems because of the fossils. With time, most of the evidence was eliminated. The scales are mostly very small in size, and have many impressions of soft tissues. But despite these drawbacks, studies reveal a rich history. The oldest shark scales go back to about 455 million years ago. But since they are quite different from those in modern sharks, most paleontologists agree that they are not from sharks. The first acknowledged fossil dates back to 420 million years ago in Siberia. These have been classified under the genus of Elegestolepis. Others, discovered from Mongolia have been classified in the genera Mongolepis and Polymerolepis. But apart for these almost classifications, little is actually known about these primitive sharks. But with the beginning of the Devonian period, shark record becomes quite varied. The first teeth of about 400 million years ago were discovered from Europe. These teeth belong to the ancient Leonodus. Leonodus had characteristic double cusped teeth. The oldest shark cranium was discovered in Australia, and dates back to about 380 million years ago, and is believed to be from a shark specie xenacanth. Earlier in fact the Leonodus and xenacanth were thought to be related because of their similar crown shaped teeth. The first partially fossilized shark shark was discovered by a geologist Gavin Young in Antarctica. But this fossil displayed an odd mix of features. Possibility exists that this too may be a xenacanth, but Young named it Antarctilamna. The Antarctilamna was 16-inches long, and was a diplodont, resembling the xenacanth. Antarctilamna’s fin though was directed dorsally. The xenacanth in contrast was exclusively a freshwater shark, and had a long fin directed rearward, just behind the cranium. But with the passage of time, sharks have endured tremendous changes of environment, and yet, have managed to survive. But like all other creatures, the species had to either adapt to the change, or end. Each time a large scale shift occurred; a number of species found the new environment incompatible and became extinct. Sharks though displayed immense diversity, and helping then expand into new habitats. â€Å"Such explosive increases in variety are termed ‘adaptive radiations[1]. ’† Over such a huge span of geologic time, sharks have has two adaptive radiations, and have survived up to five mass extinctions. Many also agree that since most shark fossils have been found either from Australia, or Antarctica, sharks may have originated in the southern hemisphere. The first radiation was in the Carboniferous period, roughly 30 million years ago. This was characterized by the flourishing of the stethacanthids. The second major radiation occurred in the Jurassic Period, about 170 million years ago. During this time both land and air was dominated by reptiles. This was the time when the hybodonts developed. Many believe that the hybodonts were the ancestors of all modern sharks, but evidence is scanty. While the hybodonts shows many obvious similarities to the modern shark, it has characteristic features not found in sharks today. One of these includes the horns behind the eyes. But now, the earliest known modern shark is believed to be the Mcmurdodus from the mid-Devonian time. The basis for this is the Mcmurdodus tooth. The tooth shows is of the same type found in modern sharks, but not in the ancient ones. They are the source of our behavior and attitudes and ultimately shape all of our relationships. The idea of the sun, not the earth, being the center of the universe was not something ancient astronomers wanted to accept for many years. The implications of this paradigm shift were far reaching, it changed everything we understood and thought we knew about our universe. Even as a young child of six years old Andrew Ender Wiggin must use his judgment to constantly overcome physical and emotional challenges. During an aggressive confrontation at school, Ender is taunted and tormented by a school bully named Stilson and his gang of followers. Even though Ender is unprepared and outnumbered, he is able to quickly evaluate the situation and conclude that the interaction cannot have a happy ending. Instead of simply deciding on a strategy to win this fight, he looks at the situation in a whole new light. He chooses not to be the victim anymore. Ender engages Stilson in a fight and to his surprise is able to knock him to the ground. As Stilson lies helpless on the ground, Ender proceeds to kick him in the ribs and groin until he can no longer even move or make a sound. Why does Ender continue to beat on someone who is no longer a threat? He knows that he must not only win this fight, but he must win all the next ones too.

Although clients have historically utilized therapy for brief intervals (an average of 8 sessions), the use of models designed for this purpose is comparatively new. Little thing Essay

Of the five poems I have selected beforehand, I happen to choose the poem â€Å"The Pebble†. It took me awhile to choose which poem to talk about but somehow, I keep coming back in reading this poem. I favour this poem compared to the other four because of the simplicity it implies. It starts off with the title which gives out a plain imagery of the thing that will be talked about. The poem struck me in the way that it talked about a very little thing. A thing that is often taken for granted. Nobody would actually pay much attention to a pebble. Usually, the pebble is just an add-on to an aquarium or a little thing to beautify a garden. Even so, be it in an aquarium or a garden, the object of concentration is not the pebble. But in this poem, the pebble holds the main attraction. My attention was taken away by the description given to a pebble. And as to how the poem unfolds, the comparison and contrast of a pebble and that to a person was stated plainly, but not directly though. Often times we think of a use for a certain thing and eventually we talk about it or write about it. In any case, we share that what is important. So, in the case of this poem, a pebble never seemed to be something important. Most of the time, people don’t seem to bother about anything regarding a pebble. A poem expresses the emotions of a writer and usually in the state of turmoil. What is captivating about this poem is that there isn’t much of a turmoil expressed in words for this. It describes what a pebble is, how a pebble could be and compared it as to how a person could feel. I feel a certain depth in this poem, though I doubt if I could eventually express that depth. I somehow could feel that this poem has something more than what it is giving. The problem is just that I’m still trying to measure up the feeling conveyed by this poem. Somehow, I have a strange idea of being able to fathom what the poem holds, but because of its vividness, I’m having a hard time grasping the concept it implies. Such ironic feelings are extracted from my mind but I’m trying though to put it into words. The poem has an intrinsic impact on me. I don’t have much of an idea of the author but as I read the poem over and over again, and internalize it somehow, I gain knowledge to the truth it may imply. With how I describe it, the poem may seem to be a prayer, but actually, it’s not. It’s not everyday that we read a poem which is presented so simply. I just have a feeling that the writer wrote this according to how he perceives the truth of the pebble. A pebble which is a little stone that eventually could last longer than any other thing. Part four The Pebble is a very interesting poem. From the title itself, it projects a literary piece about simplicity. As we have seen pebbles and grasp a meaning of this thing, it is an object that is pretty much of little value. But this thing has been often times used as an instrument for symbolism. It doesn’t actually become the symbol, but yet, it is used as a contributor for the statement of the symbol. Like the ripples on the water, to make the ripples, the pebble is used as the object that is thrown to create the ripples. But in this situation, the impact was made by the pebble but the symbol was the ripple. Interpretation of the Poem At the start of the poem, the pebble is described as a perfect creature. It is here that we can see that the object has been given the traits as that of a person. Attributing the perfection that the writer is talking about for the pebble would be on its physical aspect. The physical description of pebbles which are often perfectly oval in shape with a smooth surface, having no cracks or lumps, would suit the description of excellence or perfection. In comparison to a person, a perfect creature would then be one without cracks or perhaps loopholes and one who doesn’t have any lumps. Perfection in our own view would be that of someone who doesn’t possess any frailties, errors and does all things without mistakes and stands as clean as ever. But as the writer proceeds with the poem, it mentioned that it could only be equalled to itself and is aware of its limits. A perfect thing that cannot be compared by anything except itself and has limits, were the descriptions emphasized by the poet. Still, this has been compared to that of a person. Perfection does not imply that the person has no limits. With this description then, we could imply that in perfection, it is being and doing something flawlessly but in the range of one’s limits. Often, when we talk about perfection, it is in comparison already to supreme beings or gods. But the poet has stated that what could be compared to one creature would not be anyone else, but only with it. Indeed, the concept of uniqueness has been unfolded. As the poem proceeds, it has been defined by the author that the meaning this object holds, is the meaning it holds from the time it has been made. â€Å"A pebbly meaning† would mean the identity that this object holds and whatever that is, that is the true meaning of the thing. Same goes if related again to a person, that the definition or meaning of who we are is the self. It is not somebody else that hold the meaning of our life, but it is our self, the one with us from the beginning, that defines what we are. Another idea of the â€Å"pebbly meaning† would be the concept of a pebble which is not of great significance but just possesses the simplicity that it is as an object. It is not a big rock that could smash something smaller or a stone which may be small but definitely holds weight. It is not a mountain that shows greatness just by looking at it. It is emphasizing a pebble, small, perhaps insignificant, and does not hold much weight. But as we ponder on the purpose as to why it exists, it holds more than what it is actually letting us see. The poem describes further that the pebble is one thing that doesn’t have a specific characteristic that would be intimidating and though it is unique and different, it stands with its uniqueness without any other factor that might entice anybody. As all other things or people would need more than what they have, like they would go for enhancing the appearance or develop any form of attractive facilities for others to see or witness, the pebble sticks with what it has. Despite the simplicity or plainness it holds, it still has its dignity and pride. It is contradicting to the idea that without pride is simplicity. Being simple does not mean that one does not hold any value of himself. It doesn’t also mean that there is no regard for the self. Instead, inside that simplicity, an aura of pride and dignity emanates. It’s just that people don’t get to see it because they are more aware of the obvious things.
